thermal throttling MacBook Pro 16 inch 2019

I have a macbook pro 16-inch 2019 with a i9 2.3ghz with 32gb ram and AMD Radeon Pro 5500M 4GB.

When I run what should be light tasks for a high-range laptop, I get terrible lag. This lag is caused by my system running "kernel_task" at over 100% my CPU.

One example is doing a video tutorial on my 1x LG Ultra Fine monitor with my laptop lid closed. I am recording my screen running Rhino 7 (a 3d software). Whilst Rhino may only be using 5-20% of my CPU, Kernal Task comes in over 100% and my laptop isnt even above 65C (Macs Control Fans).

I have gone into the Apple store and there only offer for a solution was to clean my fan. My laptop has continued to throttle.

From this visit I was very dissapointed that technicians from apple could not provide me with better support for a problem which is quite frankly on Apples side (hardware/OS). I would like further clarification from Apple regarding this situation and possible ways to solve it.

Run the third party app EtreCheck and post the report here using the "Additional Text" icon which looks like a piece of paper. This app will provide us with important sanitized details about your system so we don't have to play 20 questions, plus the report will show some performance information and log summaries which may provide clues.

Try running the Apple Diagnostics to see if any hardware issues are detected.

Disconnect all external devices in case one of them is causing a problem.

I doubt you are being thermal throttled if the CPU temps are only 65C. However, you may be throttled due to a power related issue, but this can be hard to detect.
