Background app refresh doesn't work on iPhone 14 Pro Max with iOS 16.3

Hi,

The background app refresh stopped working on my iPhone - I'm not getting any notifications until I open the application itself. This is the case for all of the applications - there's no low battery mode set, the background app refresh is enabled, all notifications are enabled, no screen time restrictions are set. I've even tried to reset the settings - nothing helps. This is really annoying. Does anybody have any clue what's the matter and how to fix this?

If anybody else is experiencing the same issue - re-installing the apps themselves solves this.
