If you buy your watch in India and your cellular provider for your iPhone supports Apple Watch, then yes, cellular works in India. If you buy your watch in the US, it very likely will NOT. As LD150 correctly suggests, a US purchased watch used in India, will have NO warranty, not support in India.
Buyer beware. Don't make an expensive mistake, even if the price may be lower in the US.
