Start by going to Settings>Whatsapp and making sure that the permission to use the camera is enabled. If there's no permission for that showing or if it is enabled but you're still having problems, I would suggest that you delete the app and reinstall it. When you launch it again, it should ask you to authorize it to use the camera.
