First, make sure your TV supports AirPlay 2. I don't know the specific model you have, but you may be able to look at Toshiba's web page. After that, you must ensure that both the TV and your iPhone are connected to the same Wi-Fi network.
When both of those things are in order, you should be able to mirror your screen to the TV from the Control Center.
1 - Look for this button in the Control Center, and tap:
