If your contacts are saved in iCloud, then check if contacts are enabled.
Go to: Settings > Apple ID > iCloud > look for Contacts.
If Contacts enabled - then try disabling. Turn off your iPhone, turn it back on, and make sure to connect to WiFi. Then go back and enable Contacts again.
