Installed OS 12.6.3 and now when I load Mail Safari goes to the background and viceversa

While using Safari if I load Mail Safari goes to the background. Also, while using Mail if I load Safari Mail goes to the background. That started happening after updating to 12.6.3

iMac 21.5″, macOS 12.6

This is how all my Macs behave. I think it is normal.
