If you are in Australia, or are using the Australian iTunes Store, 12.99 would be the price for the Individual monthly subscription to Apple Music. Apple Music Pricing and Plans - Apple.com (AU)

Otherwise, use the support document you posted from to identify the charge. If you see 'apple.com/bill' on your billing statement
