how do i take off apple id from a pre owned iphone i recently bought

You don't remove the Activation Lock on the phone, the user who originally set up the phone must do this.

The store should have taken care of this......before......they sold you the phone. Probably best to take the phone back for a refund, as the original owner is probably unknown.

Do NOT buy a phone unless the seller can demonstrate to you that the phone starts up to the "hello" screen.

You ask the previous owner to remove the lock or give you a refund. It's an anti-theft measure.
