I am using iCloud photos with my devices. On my mac, below the total number of photos and videos, it says "443 Items on This Mac Only." It doesn't give me any indication of which they are or how to synch them. The message hasn't changed in weeks.

The "unable to upload" smart album does not show all problematic items.
"On this Mac only" usually refers to referenced items, photos or videos that have not been copied into the photos library.
You may also test with a smart album with the rule "Photo is referenced". Is this album also empty?

The message could also mean items with missing originals.

Select one of the referenced images and use the command "Show referenced file in Finder". Can Photos find them?
If yes, try the command "File > Consolidate". You could try to select all images in the smart album "Referenced" at once, when you try to consolidate.
Try making a smart album like this:
and see if that returns a list for you. If so, what's special about those pictures?
This sounded like a great idea, but when I created the album, it included no photos.
They do show up as "referenced." I suspect it does mean the originals are missing.
