You have an iPhone 6. The highest iOS version that can be installed on it is iOS 12.x.x and nothing higher. You will need a newer model iPhone to install iOS 15/16.
The YouTube app requires iOS 14 or higher to download and install. This is the reason it does not work on your iPhone 6.
