Download apps from iCloud

Apps cannot be directly transferred between devices. Instead, for Apps that are both available and compatible, Apps are simply installed from the Apple App Store.

Purchased Apps are forever tied to the AppleID from which they were purchased. Assuming that all of your devices are signed-in with the same AppleID, the majority of your compatible Apps will be available for install without needing to re-purchase.

You can't. What you are looking to perform is just not an option. This is simply because each device runs off of is own platform (iOS for the iPhone, and iPadOS for the iPad).
