If you mean that you want to get iTunes for Windows 8.1, try this link: iTunes 12.10.11 for Windows (Windows 64 bit)

Although it's an older version of iTunes, it is the latest version that can be used with Windows 8.1. You may not be able to use some devices (iPods, iPhones etc) with that older version.
