Account and iTunes has been disabled

when I try and make a purchase or download an app it tells me my account has been disabled in the App Store and in iTunes how can I make my payment so that I can’t get my account back active ?

You must contact Apple for help when you see a message saying "Your account has been disabled in the App Store and iTunes" or "You cannot login because your account has been locked". This is not something you can fix yourself. Apple provides a contact link for this specific issue.
