This is correct, as the iPhone 7 is not compatible with iOS 16 or higher.
That model can be updated to iOS 15.7.5, no further.

Your iPhone 7 isn't on that list.
iPhone 7 cannot be updated to iOS 16. If you want to run iOS 16, you will need an iPhone 8 or higher.
