I need to be able to block the search bar (when you swipe the Home Screen down). My child cannot use the internet because I’ve blocked it with parental controls. I found out the other day that the search bar lets her look at whatever she wants. What’s the point of parental controls?!

How did you block internet access using Screen Time is not clear to me.
Blocking Web Content and Disabling Safari does not stop the internet.
What you can do is the following
Settings > Screen Time > Content and Privacy Restrictions > Content Restrictions > Web Content > Limit Adult Website [Tick]
Under Never allow
Add Websites.
