my MacBook Pro (16-inch, 2019) is brand new has 4 battery cycles and it runs out of battery quick it gets too hot like burning hot when charging please help

Something is not right with what you describe. The MacBook Pro (16-inch, 2019) was discontinued about a year and a half ago, so it cannot possibly be "brand new". If it has only 4 battery cycles, perhaps it was serviced incorrectly. The fact it is "burning hot" means you should not use it. Shut it down. Do not use it. It's dangerous.
That is all the more justification to return it to the place of purchase as srome wrote. I recommend that you ask for your money back.

My MacBook Pro is not that hot when charing the battery, charger is hot, though.
Charging finished at 100%, both, MacBook Pro and charger would be normal temperature.
If your new MacBook is getting as hot as you say it is and runs out of battery quickly i'd be taking it back to where you purchased it from to have it checked out or preferably replaced.
