If I had to take a guess, I'm assuming you're talking about the Advanced Data Protection feature with iCloud+.

It depends on if you’re able to keep track of your code, but I do not use it. I’ve thought about using it, but don’t trust myself enough. As for what I know - you can’t create your own 28 digit code. Although - since I’ve never used it myself, I cannot confirm that this is not a feature.
