I just upgraded by iCloud storage from 50GB to 200GB. My usual automatic billing is on the 16th of every month, and upgraded today so was charged today as well, shortly (one week) after my previous billing date. Is there anywhere to work around this payment?

It's supposed to work that way. If you get billed for the smaller plan again, click here and ask the iTunes Store staff for assistance.
