Last nite computer updated macOS. Now, Can't access "photos" for screensaver after Ventura 13.3.1 update. photos is grayed out. I am in system settings-->applications.

Exact same problem. Nothing to do with prohibited apps. Just another update screw-up! Any suggestions, other than an Apple fix, would be welcome.
Just to add, you have a lot of apps still installed that have no business being in Ventura.
Try booting into Safe Mode then restart normally. Sometimes that will fix anomalies.

FWIW, You should be in System Settings > Screen Saver.
as you can see, I then go to options-->applications, and photos is not accessible... :(
