"Delete Sheet" or "Duplicate Sheet" Appears "Randomly"

Why do I occasionally see the "delete sheet" or "duplicate sheet" in the format bar. Why am I seeing this menu when I can't even find how to access it when I look for it in the Format Menu? What am I doing to accidentally trigger it?

The format panel on the right is contextual. It shows options that are relevant to whatever is selected.

Clicking on a blank part of a sheet shows format options for that sheet.

Clicking on an object shows format options for that object (table, cell, shape or whatever).

Those options do not appear in the Format Menu.

The only other place to see those options is by clicking on the down arrow ('v") to the right of a sheet name:
