Can not backup to iPhone data to iCloud

iCloud rejected my backup plan because of storage. However, I already checked my storage free 49GB. In addition, I also turned off photos backup to iCloud but I don't know reason why I cannot backup my phone to iCloud.

Your iPhone may have much more than 50GB of iCloud Storage that you have.

Check how much space is required for the backup.
