My ipad 9th generation only has access to some apps when on cellular service (LTE) All the settings appear to be correct and on.
Could this be an issue with the software on the ipad or with the carrier?

Assuming that you have a WiFi+Cellular model iPad with an active Cellular plan, you can individually control access to your Cellular connection, by Apps, from iPad settings:
Settings > Mobile Data > [Mobile Data] - enable/disable individual Apps as required
