erased iMac won’t reinstall

erased my imac drive now it wont let me do a fresh install of OS Sierra in recovery mode. it loads everything fully then when it goes to actually install at 100% i get an error message that the install can’t be completed and I should retry. I’ve done all the first aid steps etc etc. I don’t have an extra mac device and it can’t make a boot drive on my windows pc to use on my ac.

If you need a bootable flash drive, unfortunately, you'll need to find someone with a Mac to make your the drive. Create a bootable installer for macOS – Apple Support (UK)

There are some situations when you must use the bootable flash drive; sounds to me you're there.
