When purchase sharing is enabled apps that you get/purchase are typically shared with family members. See How to download apps and content that your family members purchased - Apple Support for details. In-app purchases generally are not, but looking at the PictureThis page in the App Store I see that subscriptions to the app may qualify for sharing. It says:
