children steal money to buy gift card for games. Just noticed today. Can parent get refund?

It is unlikely that you will be able to process a refund given the time passed since the purchase however you can lodge a refund request at the below link and apple will assess the purchase and notify you of their resolution.
Request a refund for apps or content that you bought from Apple – Apple Support (AU) which directs you to reportaproblem.apple.com

To prevent future unauthorised purchases I would recommend setting up family sharing (Set up Family Sharing – Apple Support (AU)) for your children's devices and enabling Ask to Buy (Approve what kids buy with Ask to Buy – Apple Support (AU)) which requires you to authorise all purchases made on their devices.
