Why do I need to add a payment method if I don’t have any subscriptions ? Now I can’t redownload my apps

A payment method is required because many apps have in-app purchase or upgrade opportunities.

But you are trying to download apps, right? This is a user to user community. We can’t explain why Apple has the rules it has. We can just explain what they are. Sorry.
