Allergies can relate to skin, or lungs or digestion or any number of things. Allergies that cause skin irrigations do not necessarily also cause breathing problems at the same time. If the OP is experiencing a contact allergy from the band, it wouldn't make them cough.
Allergy relates to skin and lungs. Intolerance relates to digestion.

But not necessarily both at the same time. A skin allergy may not make you cough. In fact, it probably won't.
