Using an iPad as a Mac mini Display:
Yes. For a Mac mini that is a 2018 released model or later.
The iPad cannot be used as the main display for the Mac mini.
Via the Sidecar feature the iPad can be used as a secondary display which extends or mirrors the main one.
You will need to connect a regular monitor to the mini to complete the initial setup and for every day use.
