iPad Pro 12.9-inch 2nd Gen won't update Software version

I have an iPad Pro 12.9-inch 2nd Gen won't update Software version 15. It is stuck on Verifying 16.4. It will do that continuously until the iPad is turned off. How can I get past this and update my operating system?

Sorry. I was trying to say that I have 15 on my iPad and have never been able to download 16.4. Since there is a 16.5 now but my iPad is still trying to validate 16.4 I now need to know how to get it to stop doing that and hopefully install 16.5. The problem is with my iPad Pro 2nd Generation not my iPhone.

15 is older than 16.4. Why would you want to get 15?

You cannot get an older version of iOS than what is already running on the device.

Also, 16.4 is no longer available since it was superseded by iOS 16.5. Its no longer going to verify correctly.

You will need to delete the 16.4 update from Settings ➜ General ➜ iPhone Storage, restart the iPhone, and then try to update again. It should then offer iOS 16.5 and be able to correctly verify it and install it.
