How do I get to System Preferences on my MAC PRO?

There is no System Preferences in Ventura. macOS Ventura (macOS 13.x) changed the name from "System Preferences" to "System Settings." Click on the Apple menu at the top left of the screen and then click System Settings.
I have found it useful to use the Search option at the top left of System Settings as the location of many things has changed along with then name change.

it's usually an entry on the menu -AND-
it's an app in the /Applications folder, -AND-
once you get it open, you can use its dock icon to select: options > keep in dock
