Apple watch goes straight to VM when phone is off
I have cellular on watch. I can send and receive texts and make calls when my phone is off but incoming calls go straight to VM. Any recommendations?

Please make sure Do Not Disturb is turned off in Settings > Do Not Disturb. Also, we'd like to confirm that you don't have Do Not Disturb during Bedtime turned on. You can check this by going to the Clock app > Bedtime > Options (upper left corner). If the screen instead says Set Up, then this feature isn't turned on.
You'll also want to make sure that you don't have Silence Unknown Callers enabled in Settings > Phone. From there you can also check Settings > Phone > Blocked to ensure that numbers weren't accidentally added to a blocked list.
In addition to those steps, you'll also want to make sure that your iPhone and Apple watch are up to date and that your Carrier settings on your iPhone are updated. You can find information on how to perform these steps in the following articles:

If you have any apps on your iPhone that offer spam call blocking, you'll also want to check those apps to make sure that they aren't blocking all incoming calls.
