How to permanently delete an inactive Apple ID?

Does anyone have any insights on how to permanently delete an inactive Apple ID? I've been experiencing this issue for quite some time now where an inactive Apple ID (company) keeps appearing on my new device, despite already using a different Apple ID (personal). I wasn't able to delete my old Apple ID because my access to the company's email had already been deactivated at that time, and whenever I try to log it in, it says that it is inactive. Thanks!
