Hello khaliun213,

By signing into reportaproblem.apple.com, you will be able to see all charges on your account and figure out where that $14.8 charge came from. You can also request a refund if this was not authorized.

Please refer to this support page to learn how to request a refund - Request a refund for apps or content that you bought from Apple - Apple Support.

I'd recommend changing your Apple ID password and device passcodes if an unauthorized charge appears on your account. I would also go through Safety Check on your iPhone (under Privacy & Security in Settings). Under Step 3 of this section, you can see what devices are logged into your Apple ID. Please log out and remove and devices you do not recognize, by selecting and clicking remove access.

I hope this helps!
