The "Movies" and "TV Shows" home screen apps display the above message when I open them now. I can still connect to the iTunes store through the "Apple TV" app and play all my purchased content.
Was a change made recently that I missed the announcement on?

Not aware of any change or announcement, and haven't seen other reports. If I have a chance I can try it on my system, typically I use the main Apple TV app so haven't touched those in quite some time. In the meantime you can do a reboot and if it persists you may want to contact Apple.
