Our wifi is very weak here. Is that why my new ipad mini is taking more than 24 hours to download my apps from my iphone? What can I do to speed it up?

Certainly poor wifi can negatively impact downloading anything. Either invest in better Wifi for your home, or go somewhere where Wifi is stronger.
