I already have Apple TV, is there a point to the three free months?

Can I apply the three free months to our existing family account which, by the way, is not associated with my Apple ID because it's my wife's account?

Probably not. In the fine print of the 3 free month promotions I have seen state that it is for new customers only. Trying to apply this to your current Apple TV plan would not be possible. The Family Sharing does not change things, since you would be unable to transfer the free subscription from your Apple ID to others.

I have not seen the notifications myself, but you are able to disable TV notifications in Settings. If the notifications are not coming from the TV setting, they may be coming from the "Tips" notification which can be disabled as well. To verify which one is sending the Notification you can compare the app icon from the Notification to the one that is shown in the Notification settings.
