NO!!!!
Apple does not have a phone cleaner app, and no 3rd party apps are worth using. All they do is cost money and slow down your phone. DO NOT INSTALL ANY APP THAT CLAIMS TO IMPROVE YOUR PHONE.

Want to clean out duplicate pictures. Downloaded the cleaner apps from Apple. Should I use one?

Apple does not make any "cleaner app". However, the Photos app does have a remove duplicates feature:
