If you drill down far enough, you can find a way to contact Apple.

https://www.apple.com/apple-card/

https://support.apple.com/en-us/HT209218

https://getsupport.apple.com/solutions

Go to the third page – a general "Get Support" page. Under "Apps & Services", click "Show" to reveal "Apple Card"; then click "Apple Card." On the "Apple Card" page, click "Apply & Set Up." Then click "Continue" under "See Your Support Options."

That will finally get you to a page with a "Call Us" button. Directly bookmarking the page doesn't work; the way they have the navigation set up, if I gave you a bookmark, it would just take you to the top "Get Support" page.
