Watching downloaded movies without WiFi

After downloading a purchased movie in the TV app I am unable to watch it unless connected to WiFi. I deleted and re-download the movie and have also restarted my device, tried playing it using mobile data, or while in airplane mode. Nothing seems to fix this issue. When trying to play I receive the following error:

A quick google search seems to turn up multiple people with the same issue over the years. Anyone know why this happens and how to fix it?
