On iMovie, when I import an album from iPhoto the pictures are imported last photo to first, or in reverse order. If I try copying pictures from iPhoto and pasting them into iMovie I lose all my edits. This happens on both my MacBook Pro with a Core i9 processor and my MacBook Air with an M1 Processor. The MacBook Pro has iMovie 10.3.5, the MacBook Air has iMovie 10.3.7.
Try exporting the photos from the Photos app to a folder on your desktop, and from there dragging them as a batch into iMovie. See if the correct sequence is preserved.
