Command-I remapped to always show System Preferences --> Appearance

Somehow the Command-I keyboard shortcuts all point to opening System Preferences --> Appearance. They've lost any contextual functions such as setting italics in a document context, showing selected file Info window, etc. I have gone over the keyboard shortcuts settings twice - looking at Appearance pane as well as searching 'shortcuts' and do not see anything that is mapped to Command-I, nor do I see a specific shortcut to set to open the Appearance pane. I've also tried going through all the Shortcuts panes and clicking "reset to defaults" but nothing is changed. I'm at a loss. Suggestions?
