There is only one place to recover deleted photos in Photos - the Recently Deleted album, where photos are kept for thirty days to recover accidentally deleted photos. Have you checked this album? Get help with missing photos - Apple Support

And have you checked, if the view in your Photos Library is set to "Both Libraries", if you have the shared iCloud Photos Library is enabled on your iPhone? Otherwise you may not be seeing all photos.

If the photos are no longer in recently Deleted, they have been deleted permanently and you need to fall back on your own backups. Have you saved your photos to a computer, for example? (Archive or make copies of the information you store in iCloud - Apple Support)

You cannot recover deleted photos from iCloud Photos, because deleting photos on any device with iCloud Photos enabled will delete them fromm all devices and iCloud as well. And the iCloud abckup of your iPhone does not include your photos, if you have been using iCloud Photos. Then you need to save your photos separately and be very careful, when deleting photos.
