iCloud photos failed to load high quality version

It seems like most of my iCloud photos are corrupt, and i cannot select those images when i want to send it to somebody. It keeps saying "An error occurred while loading a higher quality version of this photo" Please help

Your iPhone maynot have enough space to store all high-resolution photos and videos from iCloud.


Please compare 

Settings>your name>iCloud>Manage Storage

And

Settings>General>iPhone Storage


This will give you a fair idea of how to manage your device storage.

iCloud storage is independent of phone storage. Phone storage is a fixed size and can't be increased.

If you are out of storage space on your phone, you will need to free up space.
