Why is it charging me to download facebook?

You will NOT be charged to download ANY free app. But you MUST have a valid payment method on your account to download free apps. The reason is almost ALL free apps, Facebook included, offer In-app purchases. And that means in order to download the app, you have to have a valid payment method. Again, you won't be charged for anything, unless you want to make an In-app purchase. If you don't want to have a valid payment method on your account, you can't have apps like Facebook on your iPhone.

That is what happens when you have been charged for something previously that has not been paid for. You will need to pay for the previous purchased item before you are allowed to download any apps, even if they are free.

You can view your Purchase History or contact Apple directly and they will be able to tell you about the charge:

If this is what you downloaded, it clearly says it's a free app, so I have no clue what you may have paid for?

I downloaded the app before with out not charge now I have to pay .99 is not the amount is the why when Facebook is free.

I did get charge .99 cents for download Facebook app.
