iPad update 16
Ever since updating iPad, the app icons sometimes move.
Also it stopped showing the most recently used apps in the bottom bar.
Is there any way to fix or get that feature back?

If recently used Apps are not appearing at the right of the dock, check your Home Screen settings:
Settings > Home Screen & Multitasking > [Dock] Show Suggested and Recent Apps in Dock - set to ON
As for your App icons seeming to move, be aware that the Widget and App icons are independently arranged in Portrait and Landscape view. As these views can have a completely different arrangement of Home Screen icons, they may appear to love location as the iPad is rotated between Portrait and Landscape orientation.
