Locked phone purchased from reseller

Who was this reseller? If by reseller, you mean a person, then no, Apple will NOT unlock the phone for you. Only the person who locked the phone can unlock it, unless you are in possession of the original purchase receipt, whcih shows the iPhone Serial Number on it.

So, if you bought the phone from a person, get them to unlock the phone. If you can't reach them, you've likely been scammed and possibly purchased a stolen iPhone. This would make the phone totally useless to you. Try to get your money back. And if you can't reach the person who locked the phone and can't get your money back, recycle the phone responsibly.

Apple will not unlock the phone. Take the phone back for a full refund. It's going to be useless unless you can somehow contact the original owner to get them to release the lock.
