downloading apps

anytime i try to downlaod a app it tells me to add a payment type even if the app is free so i do and then when i do it says "please contact Itunes support to complete this transaction" what do i do ?

iPhone SE, iOS 15

The App Store asks me to put in a payment method why is the App Store, when I download apps I’ve already downloaded before asking me to put in a payment method and when I do and it’s not wrong it’s telling me to update my payment because it was declined and I’m confused also about if it’s charging me for a pre-download app that was free.
