If I disable library sync in the music app and then delete the music library from my mac mini, will the music on my MacBook pro and iPhone remain on those devices, or will all of my music be deleted on all of my devices?

Turning off sync library won't affect your other devices. All music in your library that is part of an Apple Music subscription should instantly disappear.
