Phone/Contacts/Calling out not working after iOS 17 update

I updated my phone to the IOS 17 update and now I can not dial out, access my contacts, voicemails or anything. When I click the phone app icon I get a black screen with just the battery percentage, WiFi/cellular service info, and time. If I do get it to open it will freeze as soon as I click a number on the keypad to dial out, or a contact, or voicemails. I am able to go to my messages, find the person I want to call and call them from the message. I can’t dial a number, access my contacts, or anything through the phone icon. I’ve rebooted. I’ve reset my network settings, and I just did the most recent update to 17.0.2. Still not working. Help.
